The government of Krasnodar Region

Krasnodar region is a federal subject of Russia, located in the Southern Federal District. The region population is about 5.5 million people on the territory of 75,485 sq. km.

The Region is characterized by industrial and agro-recreational type of development. The basis of the regional productive forces constitute the industrial, construction and energy complexes, information and communication technologies, as well as agro-industrial, transport, resort and recreation, and tourist complexes. The last three - agriculture, transport, and hotel & tourist complexes - correspond to the priorities of socio-economic development of Russia and determine the special status of the Krasnodar Krai in the national economy.

Also Krasnodar region city Sochi was the host city of Winter Olympic Games of 2014.

Goal

To bring the actual information on any emergency happens in Krasnodar Region for real-time monitoring and further analysis.

Challenge

Part of government services like Police, Road Police or Fire Troops are in fact independent on regional government. In addition, central emergency services (like 911 in USA) are also independent on regional government in case they subordinate to municipal governments. In health care situation is even more complex, because some hospitals subordinate to municipal level and some to regional level. Thus, the interaction and data exchange extremely obstructed. In this way, decision makers are always suffer from the lack of actual information. They tend to rely only on reports on the last periods.

Implementation

Spellsystems delivered the integrational solution based on the Microsoft SQL Server Business Intelligence with additional software components developed with C#.

First, we made the research of existing approaches for managing the emergency event data in participating authorities. After that, we developed documentation for intersystem interaction with authorities having their own IT-systems. Later we did our best to come to agreement with authorities with non-automated emergency registration. We suggest an individual solution or our side for each of them. When the approvals succeed, we came to technical part.

At the first stage, we deployed the server software infrastructure. Our partner Government Company “Center of Informational Technologies” provided hardware infrastructure and secured communication channels.

At the second stage, we implemented approved protocols of interaction and functionality for emergency registration for several participants. The key problem there was large amount of transfer and markup protocols. Some authorities preferred to use FTPs+CSV, some HTTPs+SOAP, some FTPs+XML, some HTTPs+JSON, some asked to use VipNET functionality of scheduled file transfer, and so on. Even one accepted direct access to the statistical database. In this way, the functionality of the SQL Server Integration Services was not sufficient. Therefore, we built up many components our self.

At the third stage, when the data flow went alive, we solved the issue with data visualization. We implemented data visualization with Microsoft PowerView tool.

Results

Integrational platform for a dataflow merger that processes all the input data, converts this data into universal storing format, adds some service information and puts into the central database.

Visualization tools: intranet portal based on the Microsoft SharePoint Portal and Business Intelligence instruments for decision support based on Microsoft PowerPivot/PowerView.
